The verdict
A gentle 100% mineral tinted SPF 30 with buildable light-medium coverage and an NEA seal, in 17 shades.
Tower 28 SunnyDays Tinted SPF 30 is a 2-in-1 mineral sunscreen and foundation using 12.6% non-nano zinc oxide, with light-to-medium buildable coverage and a natural finish. It is fragrance-free, essential-oil-free and alcohol-free, and Tower 28 says it is the first complexion product with the National Eczema Association Seal of Acceptance. Byrdie and Allure testers praise its weightless, skin-like finish with no white cast. Caveats: SPF 30 only works if applied generously, the slightly dewy finish may need powder on oily skin, and 1 fl oz for $32 goes quickly.

How it scored
Five factors, weighted for formulas. Here’s our working.
Beauty score out of 10. Brands can’t pay for placement — ever.
Testers report zero white cast, buildable light-to-medium coverage that evens redness, and no breakouts; as with any tinted SPF, the labeled protection depends on applying a full layer.
A single, gentle filter (12.6% non-nano zinc oxide) in a fragrance-, essential-oil- and alcohol-free base carrying the NEA Seal of Acceptance.
Byrdie testers describe a serum-like, weightless texture with a natural to slightly dewy finish; oily skin may need powder to control shine.
$32 for 1 fl oz is mid-priced for a tinted mineral SPF but runs out fast if applied at sunscreen quantities.
Byrdie ranks it the best overall tinted sunscreen and Allure names it best for shade range; editors' reviews are enthusiastic, with shade matching the main gripe.

FAQ
Yes. Its only UV filter is 12.6% non-nano zinc oxide, and Tower 28 describes it as 100% mineral.
The brand site lists 17 shades, from 05 Fairfax (fair with pink undertones) to 70 Venice (rich with neutral undertones), and offers a shade quiz.
It is designed as a 2-in-1 sunscreen and foundation. To get the labeled SPF 30 you need a full sunscreen-sized layer, so many people pair it with a separate sunscreen underneath.
Tower 28 recommends removing it with an oil-based cleanser followed by water.
